As far as I have observed, the webmaps get updated once every day, sometime around 6-7 AM UTC.

If you want up-to-date information, right after parsing of your uploaded data, you need to use a Wigle client, and corresponding mappack for the area you are interested in. Jigle or Digle is the solution there.
