I am writing with reference to the general statistics of wigle.net

I have a question left.

1) Does anybody know about the "Networks crypto unknown: 20,100,965 (15.0%) [dated on 22. April 2014]" statistic category
How does this figure come across? Is it that the cryptography couldn't be identified? Or is it Wimax encryption s.th. like that?
