Downloading data to democratize geolocation?
clearly.I routinely work with larger data sets than this, and I do not see why this would be a burden to implement.

In many, many years of operating this site, and being very active members of this strange and entertaining group
of people (and kittens), we have not figured out a sustainable way to deliver the data you feel so entitled to in the
manner you feel is easiest for you.
we routinely provide one-off snapshots of the dataset to researchers and others who make their requests via email to wigle-admin at wigle.net.
The reason i think is very simple.
Wigle sells the contributed data and earns money with them.

that doesn't mean you get to have everything at once, or the way you happen to prefer it.

Mozilla provides cell locations downloads, but not WiFi:If you want to contribute cellids to a project and download the data for free, so i suggest the Mozilla Location Service.

WiFi Networks
The combination of a MAC address, a location and a timestamp is considered personal data in some jurisdictions, as it contains data about the owner of a WiFi network. The collection of this data is legal as long as an effective opt-out mechanism like the one we follow is provided. Lookups of individual WiFi records are prevented by the service by requiring a combination of two matching nearby WiFi networks in queries.
While we would like to openly share the data about WiFi networks, we do not know of any way to do so that would not lead to an exposure of personal data and made it possible to track the movements of WiFi networks over time.

Well, it seems pretty clear that downloading this data won't happen any time soon. If this service dies for any reason, all the data and efforts die as well (at least accessible to us people).
The only real alternative I can see after a thorough investigation on the web is to follow a actually open effort, radiocells.org (formerly Openbmap). They have the tools, they are open, they have some data (and they need us to give more) and they actually allow full download of everything: location, cells, wifi APs, in raw or processed formats.
I won't be leaving Wigle soon, but radiocells.org is going to be working in parallel from now on, I recommend you guys to do the same as its future looks much more sustainable in terms of data distribution and resilience.

We absolutely don't want data we can't trace back project users - please don't upload data you haven't observed.
