JiGLE 0.7.1 Released

In record turn-around another JiGLE release escapes our source tree. This fixes a bug in the caching involving counties close to each other, fixes some bugs in the county boundings, fixes a bug with proxies, and has states in the dropdown MapPack/MapTree list. Enjoy!

also note: we've changed out the default cook county vector maptree to a much more petite one. faster downloads for all!
