Cell phone coverage maps?

There's an interesting story (link below) about the state of Vermont checking the phone company claims for cell phone coverage and finding that they are very misleading - it is possible that Wigle could be used to guide a project like this?

the trick is that our coverage is only as systematic as our users - you can see "silver linings" for cell towers on the basic search and advanced->detail search, but those will only be as good as folks have made them!
