I'm working for a TomTom map. But is there any way I can read the wigle database in 1 time. Because 1000 at a time is very slow

It depends entirely on what it is you're trying to do. The web query is intentionally limited.
You may want to look into the native client caches (there are many posts in these forums about converting those to other formats)
