If I stumble and my GPS blinks out for a bit but in the process I aquire a bunch of previously unseen AP's, they will show up as new networks without GPS.

If I go back and hit those same ones with my GPS working, will I get Networks with GPS credit for them or are they gone from my potential GPS point count for good?

Yes, you will get credit for them, as soon as somebody, whether you or another stumbler, sees them with valid GPS data.
